Tara is the Māori name for terns. This one is the White-fronted tern, I'm almost confident enough to say.
To get this image I needed to position myself in amongst a large seabird colony and NZ Fur Seal "haul out" at Aramoana, Otago NZ.
It's a good job that this image doesn't come with the noise and aromatic aroma associated with an exceptionally large gathering of wild animals that predominantly eat fish! Even the seals were growling a bit at the birds.
