It can be annoying to shoot in the rain because your camera and flashes need to be protected. I used a plastic camera cover and a couple of ziplock bags and it worked great. Also make sure the flash behind your model is at least 6-10 feet back in order to capture the rain (high power worked best for me). Also, a low angle is great for this type of picture because it allows you to get a nice reflection on the wet pavement.
