It was an early morning shot just before sunrise.Equipment
Camera Nikon D300s, I used a tripod with a remote shutter cable, I had the setting on bulb - ISO at 250, f11, shutter speed 164/8 and focal length at 18.0mm, no flash.Inspiration
I always wanted to do this shot of the pier but with a smooth look with the water. I knew I had to get there early to pull it off and I was very happy with the end result. I wanted to do something different from other photos I had seen. I decided on December when the sunrise is later, for a winter morning it was relitivaly mild. I do enjoy looking at this photo with the moving clouds and the lights on the pier makes the photo more interesting.Editing
I lightened the hole photo and then darkened the sky slightly.In my camera bag

Perfect location, early morning start, set up in plenty of time, use a tripod with a remote shutter cable, bulb setting, plenty of practice - play around with how long you want the exposure time, be patient.
