Shoot it on a tripod, if you don't have one find a place where you can rest the camera or lean against a wall structure to stabilize yourself. Also, increase the ISO to a level that helps you capture with a quick shutter speed without introducing a lot of noise, find the balance based on the conditions. It's better to have grain than a blurred image. Do compose the picture such that you can show the expanse near, far, and the horizon. Happy shooting ;)
