Location
This picture is taken in Varanasi (UP) India. Exactly fifteen days after the Hindu religious festival of Diwali, is held "Dev Diwali". On this day Varanasi becomes the hub of festivities. Literally thousands earthen oil lamps are lit and placed along the eighty 'ghats' (banks) turning the area into a fairyland glittering in the night. To capture the full glory of this spectacle one should view from off shore from the boats in mid waters of Ganges river.Time

If shooting in any low light situation don't be scared to boost up the ISO and post correct it. You can also convert to B & W if you have shot at very high ISO.
