I've seen a similar shot done with two different exposures a separate shot of the sky as the background ( 20 sec at
f 5.6 iso 1600) then for the foreground a second exposure (20 sec at f8 800 iso ) light paint the foreground then blend the shots post in photoshop .It makes for some enhanced detail and would work nicely for this kind of shot.
