actually that isnt smoke or toxic fumes as one person seemed to think what you ahve is steam - purified water particles which do not cause pollution

there is always something left

those are cooling towers and they have water trickled down them and steam is emmitted if a nuclear plant it must be quite old these towers are also used with coal powered plants
