Maybe this water stream is the pure light from the Aurora Borealis? It looks a bit like flowing light from the sky.
During some exploring I passed by this stream coming down from the Icelandic highlands. Perfect for some shorter long exposures to catch some texture and streakes in the water.
I have used this photo to create a creative edit/composite with another photo from Iceland and I must admit the result with the Aurora Borealis is quite good!
