It's a Cornish pasty. People from Cornwall don't like to consider themselves to be English! I've been told they were made for the miners to eat in the mines and the thick crust was so they could hold it with their dirty hands, and therefore this part would be thrown away. You can't beat a traditional Cornish pasty mmmmmm.
