In ancient Hawaii. It was a sanctuary for kapu (taboo) breakers. Breaking Kapu' was punishable by death, such as walking in the shadow of royalty. But, if you made it to pu'uhonua (place of refuge) then you were given sanctuary, and your life would be saved.
