I love the droplets on the eyelashes! Nice touch...wish I would've thought of that:) I made an image similar to this one, and from the looks of what you've done...it looks like you've got the idea. I might try to soften the hard line of white at the top. You can feather the vignette more to have it come in softer. The problem that I had with that is when you feather it in, it feathers into the eyelashes a bit and it takes some real finesse to make them crisp again (I'm afraid I didn't achieve that the way I would have liked:) When I did mine, I desaturated the entire image and adjusted the tones to get the skin where I wanted it first, then masked out the part that you want to be colored. On another layer, I boosted the saturation and then painted that adjustment in. That is a beautiful eye you're working with...I'd like to see the color a little more vibrant! :)
