Dutch Windmill.
Instead of turning the entire building, this style/sort of windmill allows for turning only the top half of the building when turning the vanes into the wind. The thatched bottom half is stationary.
This type of windmill is known as a 'wip'.
This was an advancement over earlier styles where the entire building had to be turned to adjust for wind direction.
