Is it really snow? Or perma frost? I know there were places in the mountains of Colorado that also had "ever lasting snow" but it was actually permafrost. Just curious

As far as I know the definition of permafrost is water in soil that stays frozen longer than 2 years. Based on that, my photo is showing eternal snow.
