This is a juvenile Cooper's Hawk. Juveniles can be hard to identify because they lack the distinct feather and eye coloring of the adult. Eventually this juvenile will have a darker cap, a grayer underbelly and have a red eye. As a juvenile, this hawk has a yellow eye (which will turn orange and then red as it matures) and a white chest with brown "drips"
