The latest strategy of "only blocking regions or cities" seems to be a liberation at first Until you understand that at a later point in time you will be locked in a region or city in your own country and thus your freedom will be more restricted.
The picture was taken in Kyiv at a time when the own people are not allowed to leave the country, but Swiss and Germans are allowed to come to go on vacation.
