This image was photographed in Passau, Germany where 3 rivers converge. Historic flooding (worst in 500 years) in 2013 caused the Danube River to rise 42 feet and put many businesses under water. Businesses had to rebuild. City leaders gave owners plain white umberllas and asked them to decorate them and hang them outside their businesses as a symbol of hope and revitalization. Many colorful umbrellas were suspended across the narrow streets of the old business district. They were hung near the height of where the floodwaters reached.
