I love the effect on your gorgeous image - spectacular lighting, colors and composition! Did you use a specific technique or program for this?

Thank you so much! This photo was pretty much did all done by playing with the camera settings. Mind you it was quite a few shots of trial and error to get the lights to twinkle as such. But I finally got lucky and I then I did a bit of tweaking in Lightroom to get the finished product. I am actually quite proud of this photo, so thank you so much for your comment and inquiry!
