Image was captured once the moon had set, as the 30" exposure could not capture the arch it was light painted with a 2D mag light.Equipment
Have used Nikon D700 with 14-24MM F2.8 Lens, Benro Tripod and 2D Mag light for arch painting.Inspiration
Arches National park is know for the beautiful arches, capturing them in the night with milky way would show the beauty of the earth and sky.Editing

This image can be captured by using artificial light or when there is a qtr moon, Qtr moon provides a natural light. So if you are trying to capture a image like this with moon then do it with a qtr moon, if you plan to use a mag light then diffuse the light with a white cloth. You can do a composite by taking the arch photograph with low ISO with longer shutter and for the milky way a normal 30" exposure and use the masking tools in PS to blend the image.
