I used a tripod at a low angle to emphasise the height of the building, create a dramatic angle and also keep static areas of the image sharp.Equipment

My advice would be to search out an angle with the wow factor by hand. When you find it use a tripod for maximum stability. Then just experiment with shutter exposures and modify until you find pleasing effects. Its always worth bracketing to, especially with high contrast subjects at night so you have a range of exposure information to blend if needed.
