In Noumea, New Caledonia, as soon as French TV was introduced to the local islanders, the viewers saw graffiti on the streets of France and they would copy it. This building was designed as an outlet for Graffiti, as it was deemed legal to apply street art on. To give this photo a retro look I increased the contrast by 50% and applied a Sepia filter.
