Hello Danika, the white dots are star trails...you need to have patience, stay for longer and longer time just to have 1 photo for that longer time.

I wasn't sure if this is the one you were talking about. I like this and some others that have these amazing looks to them. I don't know much about software but am trying to learn and purchased some small apps for my mac but I can't get the effects you get. This one and the next where you see the front and background has the nice effect. The next one where you see the nighttime and motion, how do you do this.

This is star trails. North star is the only one that does not change position in the sky. You can point your focus on the north star and take series of photo by using your manual setting and all those you combined those in your photoshop and you can have your effect. But it this capture sine I was facing west so I did not get the rotation effect but I still have star trails. If you want to learn a lot more you can google the you tube on star trail and listen to those you tubes. Take time for you to master but worth when you learn those. Have patience and be happy always!
