It was taken around 10am.Lighting
I deliberately waited for the sun to hide a bit behind the thin clouds, but just a bit, since I wanted to obtain the flare.Equipment
I shot this image with my Nikon D800 and a 14-24mm at 14mm, f/8 and 1/1000. It was handheld and with only natural lighting.Inspiration
I was climbing down the slope next to the bridge and noticed the beautiful way the sun hit the scene.Editing

Try to work with the angles as well as the way the lighting falls on your subject. I personally love the effect flare has on a picture, and in my opinion it can lift an ordinary image up to be a bit more interesting.
