Anyone can learn to take long exposure/ low light photos just by learning the manual controls on a DSLR or mirror-less camera on a tripod. On a basic level in the camera, you're balancing the need for high ISO which causes noise, vs exposure time which can cause star trails (matter of artistic preference, I tend to not shoot trails) with the selected aperture for the needed depth of field for the shot.
