Overall this is a very good photograph of this bald eagle. The first thing I look at with any photograph with eyes, or an eye, in it if the focus of the eye. Out of focus eyes are almost an instant turnoff (Unless something else really amazing is in the shot, but that is very very rare). Your eye is in focus, well done. This wouldn't be much help to you if I didn't suggest some improvements so here it goes.
1) I might try to remove the reflection in the eye to improve it even more. The spot healing brush in Photoshop may work well for the removal of the reflections.
2) Another thing that makes me say "Wow" to a photograph is making use on the entire bit depth of the image(Fill out the whole histogram). Its best if you shoot in raw because you have more control over the tones. Without looking at the histogram of this image I would bet there is not true black in it. Try to increase the shadows which will darken the wing and body feathers. I think the photography will have more impact and jump out at the view that way. If you need help with these techniques and or would like me to try to modify your image let me know.
