It is only the end of February , yet global warming has tricked these trees into believing in is late March . The Cherry BLOSSOM TREES ARE BLOOMING as well as some of the RHODODENDRENS. So all I can think of is that these poor blossoms may get an awful shock if the weather changes back to what it should be- hence the blue color
