Location
Several years ago, in the tunnel linking the 2 wings of the National Gallery in Washington, DC. It was very cold that day, and as we came in the building, my lens fogged up. I moved to the side to wipe it dry, and I realized I was at a pretty good angle to capture the lights. As they were always changing, I took a few shots. This one, with all the lights on, was the better one.Time
Late afternoon - but that does not matter...it's a tunnel.Lighting

Spur of the moment, and, by chance, being at the right place. I probably would not have seen this shot if my lens had not fogged up!Editing
