Wonderful shot, which has an "old photograph" look to it. Congratulations on being Featured.

These children don't live in Perth do they? They look like my friend's twin boys in Australia.

MiddayLighting
It was a beautiful day with lots of natural light, light cloud and the sun pretty much overhead.Equipment
I used a Nikon D3100 with an 18-55mm lens.Inspiration
My twin sons were visiting their Grandparents, and I had forgotten coats for them: as it was cool, we improvised with adults jumpers with the sleeves rolled up. The boys picked dandelions to blow the seeds, and I was there to take what was essentially a candid shot. I liked the colours of the jumpers, and the beautiful natural light of the day.Editing
I tweaked the contrast a little, and made the colours a little more muted via Photoshop Elements. In my camera bag
I have the Nikon D3100, and I almost always use just a 35mm prime lens. It forces me to work on composition more. I also carry a kit lens, a few macro filters, a tripod, and a remote shutter release.Feedback
The only advice I would give: go for fewer posed shots, and more candid ones. Enjoy walks out, and take lots of pics. I try to take responsibility for what I see in the eyepiece, and how it is composed: that can be tricky when catching moments like this! Above all, it has to be fun!
